O₂ Telefónica Deutschland (Telefónica Germany GmbH & Co. OHG) presents itself as a telecommunications group active in “digital responsibility” through youth and adult-facing programs on cyberbullying, disinformation and hate speech. In 2020 it launched the WAKE UP! initiative with the industry self-regulatory body FSM and other partners, offering a web series, interactive learning modules and classroom materials aimed at schools and families. In 2021, together with the Digital Opportunities Foundation (Stiftung Digitale Chancen), it developed “Faktisch betrachtet – fit gegen Fake News,” an information kit for seniors under the joint “Digital mobil im Alter” program. Telefónica O₂’s support for the foundation is documented in the Bundestag lobby register, which records a 2022 donation in the €60,001–70,000 band to expand Digital mobil im Alter by lending tablets and training local facilitators. The company’s public materials emphasize sustained outreach but do not disclose detailed WAKE UP! budgets.

Commentary:
Telefónica’s package of "media literacy" work functions as corporate policy signaling at modest cost. WAKE UP! dates to 2020 and leans on FSM’s imprimatur, yet budget transparency is absent; neither Telefónica nor FSM publishes line-item figures for the series, workshops or classroom modules. The 2022 lobby-register entry shows money flowing to Stiftung Digitale Chancen for Digital mobil im Alter, where O₂ has long co-branded activities; again, the sums are limited but reliable for reputation-building. WAKE UP!’s framing – cyberbullying, disinformation, hate speech and so forth – tracks the post-2017 policy consensus and furnishes content for Telefónica’s BASECAMP and O₂’s community channels. This looks less like independent public-interest work than a stable CSR funnel that aligns with schools’ needs and prevailing regulatory priorities while keeping the company’s core operations out of view. The result is influence without scrutiny: high visibility, diffuse claims of social benefit, little evaluation beyond partner testimonials or press posts.
